我很郁闷JGR为什么没有说大修，小修，拒稿？我投IEEE起码状态会很明确说是大修，但是编辑给我的审稿意见是修改后重投：

I am rejecting it now so as not to put a time constraint on your revision and allow you ample time to complete the additional work. This manuscript demonstrates a tri-band technique to estimate TEC maps from spaceborne SAR images, which is potentially of interest to the wide InSAR community as well as the space weather community.
I have two major concerns about this paper:
(1) the sensitivity of the tri-band technique has not
(2) no actual data has been employed to demonstrate the feasibility of the technique.
In addition, English could be easily improved.

The paper is about retrieval of XXX. Although the work in the manuscript may bear some merit, the authors did not do a good job in explaining their contribution properly.
In my opinion, the paper should be returned to the authors for major revision. They should be able to demonstrate the merit in their proposed technique and provide proper comparisons with the existing studies in the literature.

(c) Manuscript revisi ... 仅仅是个流程而已，主编会根据审稿意见再做具体的决定。主编的意见已经写的相当清楚。何必纠结于大修或者重投呢，都得修改，都得认真的修改认真的回复，不然都有可能被拒的。 其实就是没有时间限制的大修改！这个期刊比较牛逼！祝你好运！ 编辑已经明确说了你的文章是被拒稿了，让你按照审稿人的意见完成相关后续工作再投 今天刚听了IJRS编辑的讲座，正好回答你的问题。你的评审意见应该是“拒稿&再投”，虽然不如“小修”和“大修”，但是已经不错了，大门没有关闭，机会很大，好好根据评审意见修改！按编辑讲，是投稿期盼的三个结果（小修，大修，拒稿&再投）之一。
