关于开展木竹经营、加工许可证年审工作的通知

各林业工作站、林业总公司、试验林场、九龙垦殖场：
为进一步加强我县木竹经营、加工行业的监督管理，根据《江西省木竹加工许可证管理规定》及其他有关林业法律法规要求，决定在全县开展木竹经营、加工许可证年审工作。现就有关事项通知如下：
一、参审范围：凡依法持有木竹许可证的木竹经营、加工单位（含个体木竹加工户），均为本次年审对象。
二、&年审时间：2012年3月1日至3月31日为本次年审时间，逾期未审的，其许可证无效，自行作废，县林业局将依规吊销许可证。
三、年审程序
1、木竹经营加工单位持许可证正、副本到所在地林业工作站，领取《木竹经营加工单位年度审核申请表》。
2、木竹经营加工单位必须如实填写《申请表》，交所在地林业工作站审核（签署意见并盖章）。
3、林业工作站将审核后的《申请表》及许可证正、副本交县林业局审批。
四、工作要求。
1、为进一步搞好服务，方便群众办事，由工作站通知所辖范围的木材经营、加工单位，并负责审核表发放和审核工作，康乐、马步、鹅峰、高城、岭东、县工业园的木竹经营加工单位由城乡林业工作站（设县林业局二楼）负责。
2、各林业工作站应加强服务和管理，严格按要求建立健全辖区内木竹经营加工单位的基本情况台帐（包括原材料进出、产值和税收等经营状况），随时掌握经营动态。对停产、关闭企业的《木竹经营加工许可证》一律先由工作站收存。
3、各林业工作站和县行政服务中心林业局窗口一律凭已年审合格的许可证办理木竹及其产品放行手续。
4、林业行政执法人员对发现使用无效许可证和无证或超许可范围从事木材经营、加工活动的，依法查处。
5《木竹经营加工许可证》的变更是一项严肃的行政许可工作，不得随意变更，更不允许年度内多次申请变更。
6各林业工作站应加强《木竹经营加工企业管理台账》的管理，要检查登记是否规范，年度登记是否汇总。对未建立管理台账或台账建立不完善的加工企业依据《江西省森林条例》第六十条处予2000元以上10000元以下的罚款。
